If the attacking team had a 25m pen and the restart is a 22 drop out then the team taking the penalty should already be behind the restart line (the 22).

As long as the ref is happy with the restart and has blown the whistle then should be no problem and I dont think there would be an unfair advantage in that situation.  Coaching awareness and keeping focussed is a vital skill too.

However I would not blow my whistle for a restart unless all the players were onside - It is a re-start after all!
