Are there any laws regarding the binding together of the props and hookers of the same team in Rugby 7's.  I have noticed in the IRB 7's that the props bind high on each other and the hooker binds underneath their arms to each prop.  As far as I can tell this is perfectly legal and provided the hooker does not leave the scrum before the ball is out then there is no problem.  Here in Northern CA the referee society seem to invent or interpret laws their own way and insist that the props have to bind on the hooker.

Which is correct?

Tell your referee representatives to catch a wake up! Or if you are more diplomatic than I, ask them to look at the iRB Laws website and then have a chat thereafter- http://www.irblaws.com/EN/laws/8/24/304/variations/variations_sevenaside/law_20_scrum/#clause_304

Referees need to understand it is their place to adjudicate the game, within the framework of the Law as set out by the iRB- our job as coaches is to prepare players in terms of the physical, tactiocal & technical aspects in order for them to play the game within the same framework. If we cant tell referees how to interpret the Laws, why the hell do we tolerate them telling us how to coach!?
