Any decent program will include:
Squats
Dead Lifts
Leg Press
Bench Press
Neck
Lower Back
Shoulder Press
Rowing
Wrestling
Make sure that the program increase both strength and explosive power
What is also always neglected is grip and forearm training. These give props a nice edge.

Well, my club players are half in that category of age group and we hope to compete in our local championship next season so we will look at this through the winter.Thank you for the feedback.
The one thing I am adding is that in terms of building strength and power versus - long distance runs which burn fat and muscle, so you could end up burning off what you battled with protein ands carbs to add in the power building gym work so what about some resistence and plyometric work? and stairs even?
Like any good Jackal scrounging at the Rucks!
